City of Little Canada 8-22 Water Supply Plan
Strategy to reduce total business, industry, agricultural
demand
Timeframe for completing work
makeup, and similar uses shall be approved by the
commissioner. Proposed plumbing code 4714.1702.1
http://www.dli.mn.gov/PDF/docket/4714rule.pdf
☐ Describe other plans:
60BObjective 4: Achieve a Decreasing Trend in Total Per Capita Demand

The residential category is showing a slight upward trend but there is much variation in the past data. I
believe it mostly goes with precipitation. The commercial category is trending upward slightly as well.
Commercial properties that were vacant are being filled, which is contributing to the increase in usage.
The industrial category is trending slightly upward as well and that can also be attributed to the addition of
new industrial businesses. Institutional usage is remaining pretty stagnant, likely due to no change in
institutional accounts in the past 10-15 years. That should continue into the future as well. Precipitation
does not seem to affect the commercial, industrial, and institutional categories as much. Probably
because they tend to irrigate regardless of the amount of precipitation that has fallen over the summer.
The key factor for residential usage is irrigation. Dry summers bring higher usage. C/I/I is affected by
new businesses opening and old businesses closing.
61BObjective 5: Reduce Peak Day Demand so that the Ratio of Average Maximum day to the
Average Day is less than 2.6

Is the ratio of average 2005-2014 maximum day demand to average 2005-2014 average
day demand reported in Table 2 more than 2.6? Yes ☐ No ☒
Calculate a ten year average (2005 – 2014) of the ratio of maximum day demand to
average day demand: U1.5U

62BObjective 6: Implement a Conservation Water Rate Structure and/or a Uniform Rate
Structure with a Water Conservation Program
88BWater Conservation Program
89BCurrent Water Rates
Include a copy of the actual rate structure in Appendix 9 or list current water rates including
base/service fees and volume charges below.
Volume included in base rate or service charge: _____ gallons or ____ cubic feet ___ other
Frequency of billing: ☐ Monthly ☐ Bimonthly ☒ Quarterly ☐ Other:
_________________
Water Rate Evaluation Frequency: ☒ every year ☐ every ___ years ☐ no schedule
Date of last rate change: _4/2016__________
