The largest increase <br />was in the investment earnings category ($231,104) due to a more favorable interest rate environment in 2019. <br />Operating grants and contributions include the revenues ($137,644) related to the FEMA natural disaster <br />declaration for flooding. <br />The public safety category expenses increased 16.99% ($391,693). The police services contract with Ramsey <br />County increased 4.7% ($71,784). In addition, the City incurred $84,081 in costs relating to the emergency <br />sandbagging and pumping operations at Twin Lake. The housing and economic category contained a <br />large decrease in expenses. 2018 contained expenses relating to both the closure of a TIF district and the <br />development incentives to a new development. <br />The business-type activities, primarily the City’s utility operations, showed an increase in net position of <br />$447,925. The increase in net position was due to decreased operating expenses. <br />22
