STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Chris Heineman, City Administrator
DATE: July 22, 2020

RE: Economic Development Updates

At our workshop on June 10, 2020, the City Council reviewed the 2019 Strategic Plan which
established a practical vision for the community and identified several clear steps the City will
take to achieve that vision. The primary goal of the strategic plan was to establish a practical
vision for the community to work towards over the next 3-5 years.

The following strategic directions were identified to help achieve this vision:
1. Enhancing and Empowering the Community
2. Creating Operational Efficiency
3. Maximize the City’s Assets to Catalyze Development
4. Mandating Action and Accountability

The purpose of this workshop is to go a little deeper into some of the initiatives related to the third
strategic direction (Maximize the City’s Assets to Catalyze Development). More specifically, I
would like to focus on the City’s parcel inventory and other sites that have been identified in the
Comprehensive Plan as possible areas for development or redevelopment. By holding dedicated
workshops on economic development such as this, we are also advancing one of the key initiatives
to set up special City Council meetings under Mandating Action and Accountability.

As we discussed at the workshop in June, the 2040 Comprehensive Plan includes several focus
areas in the Future Land Use Plan that have been identified as possible areas for development or
redevelopment. Over the past 6-12 months, staff has had numerous conversations regarding
potential development proposals for several of these areas. Staff will provide brief updates on
each of the following areas at the workshop.
• Marketplace Drive Development Site
• Commercial areas along Rice Street (TIF 7-1)
• 60 Little Canada Road / Parkland Acquisition
• Rice Street / County Road C intersection
• Little Canada Road / County C “Triangle” intersection area
• City property et al (Country Drive / Nadeau Rd)
• Heinel property
• Sculley property

For your information, I have attached a list of parcels that are owned by the City of Little Canada
that relate to the focus areas above and are currently being held for redevelopment.
