STAFF REPORT TO: Mayor Keis and Members of the City Council FROM: Mark D. Kasma, P.E., City Engineer Bill Dircks, Public Works Director Brenda Malinowski, Finance Director DATE: August 12, 2020 RE: Thunder Bay Trail Storm Sewer Washout Repair ACTION TO BE CONSIDERED: Motion to approve a quote from Saint Paul Utilities & Excavating, Inc. (SPU) for a storm sewer repair in the amount of $6,600. Possible action to move $3,600 from the Engineering Department budget to the Storm Water Department budget. BACKGROUND: In July, an existing 27” storm sewer located along Thunder Bay Trail separated and created a large washout beneath and adjacent to the trail. Based on this, the City sent out requests for quotations to five (5) contractors who have done good work in the City. Two (2) bids were received. JACON submitted a bid of $11,200. SPU submitted a bid for $6,600. The work includes mobilization of equipment, saw cutting and removal of bituminous trail, resetting the piping and flared end section (apron), installing steel tie rods from the flared end section to the storm manhole, restoring the bituminous trail and turf restoration. The attachments identify the location of the improvement. SOURCE OF FUNDS: The improvements will be funded through the General Fund, Storm Sewer Department. There is only $3,000 left in this budget for this repair. Council can decide to: 1. Allow the budget overage (approximately $3,600) in the department. 2. Transfer $3,600 from the Engineering Department budget where there is expected to be budget savings to the Storm Water Department budget for this repair. 3. Transfer $3,600 from the Council Contingency budget to the Storm Water Department budget for this repair. STAFF RECOMMENDATIONS: Staff recommends that the City Council award the repair to Saint Paul Utilities & Excavating, Inc. in the amount of $6,600.
