<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> DATE: August 21, 2020 <br /> RE: 2021 Street Projects <br />The five-year Capital Improvement Plan currently includes the potential reconstruction / renovation of <br />four streets in 2021. The streets originally included were Twin Lake Boulevard, Greenbrier Circle, Old <br />County Road C, and Nadeau Road. Bolton & Menk completed a detailed cost estimate for each project, <br />and the estimates came in much higher than what had been originally programmed for Greenbrier, Old <br />County Road C, and Nadeau. <br />Twin Lake Boulevard was only marginally higher than the programmed number, however this street is <br />a border road shared with Vadnais Heights. Discussions with Vadnais Heights revealed that they are not <br />ready to reconstruct Twin Lake Boulevard in 2021. They currently have it on their CIP in 2027 but <br />acknowledged that the road will need to be reconstructed before then. Based on the increase in costs on <br />the other three roads and Vadnais Heights’ inability to make funds available in 2021, Twin Lake <br />Boulevard has been moved from 2021 to 2023 for the time being. City staff from Little Canada and <br />Vadnais Heights will be meeting later this year to discuss potential ways to move this project forward <br />earlier than 2027. <br />The following three streets are being considered for reconstruction / renovation in 2021. Below is a brief <br />description of each and the type of improvements that will occur. Notices have been sent to abutting <br />property owners of each of the streets for a virtual neighborhood meeting scheduled for September 15. <br />Once neighborhood input is obtained and reported to the Council, the Council will decide whether or not <br />to order a Feasibility Report for the proposed projects. <br />Greenbrier Circle: <br />Greenbrier Circle is a dead end road with a cul-de-sac located off of County Road B2 south of Lake <br />Gervais. It currently does not have concrete curb and gutter but is served with water and sewer. <br />Improvements would include water main bolt replacement, concrete curb and gutter, full road subcut <br />and new asphalt, possibly rain gardens, and other storm sewer improvements. The residents were invited <br />to a neighborhood meeting in 2016 and after a discussion of the potential improvements it was decided <br />that the work would be postponed until a future date. At this point, the street has numerous potholes, <br />especially in front of most of the driveways, due to poor drainage on the road. There are fifteen properties <br />abutting Greenbrier Circle and staff would propose a unit assessment so that each property is assessed <br />the same amount since they all use the street in the same manner. The detailed estimate for this street is <br />$512,300 on the high end and $385,000 on the low end.
