CONTRACTUAL SERVICES <br />Overview <br />The City of Little Canada is proactive in exploring contracting opportunities in order to realize efficiency and cost <br />savings. Contracts are to be reviewed at a minimum every five years. <br />The largest contracted service is for police services. These services are contracted with Ramsey County Sheriff’s <br />Department. The City of Little Canada is one of seven jurisdictions in the County to participate in this service. <br />Managers/Administrators of each participant jurisdiction meet monthly to review operations, set the budget, <br />and discuss service level in a cooperative manner that helps keep police costs as low as possible while meeting <br />the public safety needs of our communities. <br />In addition, the City contracts attorney, engineering, animal control, and Fire Marshall services. <br />Service Areas <br />•Police •Animal Impound <br />•Attorney <br />•Fire Marshal <br />•Engineering <br />2021 Departmental Goals <br />•Monitor and review contracts as necessary <br />Budgetary Commentary <br />Police Budget - The Police Budget includes a 4.19% increase in Contractual Services. Contractual Services <br />includes the police contract with the Ramsey County Sheriff’s Department, and the dispatch contract with the <br />Ramsey County Emergency Communications. These two contracts will cause the largest dollar value ($71,964) <br />increase in the 2021 budget. <br />Attorney Budget - The Attorney Budget includes a 5.91% decrease in Contractual Services. The attorney services <br />were analyzed for the last 4-year period to find an average cost of service. In addition to the 4-year average, <br />there is $10,000 in the budget for civil litigation services that have not been needed in the past 4 years. <br />Fire Marshal Budget - The Fire Marshal Budget includes a 37.93% decrease in Contractual Services. The Fire <br />Marshal budget is based on 8 hours per week. <br />Engineering – The Engineering Budget includes a 46.98% decrease due to the reallocation of the City <br />Administrator and Public Works Director into the Administration and Public Works Budgets, respectively. The <br />contractual services are based on the contract for general engineering services that was negotiated in 2019. <br />Animal Impound Services Budget - The prior provider of animal impound services, Hillcrest Animal Hospital, <br />discontinued this service to cities in February 2018. The City of St. Paul agreed to provide the service to the <br />suburban cities and a one-year contract was signed in February 2018. St. Paul has not yet provided a 2019 <br />contract, but has agreed to continue the impound service at the 2018 contract rate until they provide a new <br />contract document. Additional monies have been budgeted since the future is uncertain. <br />DRAFT DOCUMENT -9/3/2020 32
