A Council Workshop was held on August 12th regarding CARES Act Funding. There was Council <br />consensus to use CARES Act funding for direct city expenditures and to consider using these funds for <br />personnel costs to related to public safety. <br />The Coronavirus Relief Fund Guidance dated 09-02-2020 indicates that local governments “may <br />presume that payroll costs for the public health and public safety employees are payments for services <br />substantially dedicated to mitigating or responding to the COVID-19 public health emergency, unless <br />the chief executive (or equivalent) of the relevant government determines that specific circumstances <br />indicate otherwise.” However there has been further guidance from the Department of the Treasury, <br />Office of the Inspector General (OIG), regarding the documents needed to support the substantially <br />dedicated requirements. Staff will need to obtain further clarification regarding the required <br />documentation. <br />Minnesota Management and Budget (MMB) is responsible for overseeing the use of the funds by <br />Minnesota local governments. The first report regarding the use of these funds is due to MMB on <br />September 9th. <br />A City of Little Canada Cares Act Funding Report through August 31, 2020 is attached. Council <br />should give feedback regarding the use of the CARES Act Funds for the report to be submitted on <br />September 9th. In addition, Council may provide further direction regarding the potential uses of <br />CARES Act resources.
