6)Ryan Industrial Park: There are also numerous stormwater concerns in the Ryan Industrial <br />Park. Many of these issues are on private property, however city staff regularly receives calls <br />on them. <br />If the City Council would like to move forward with either of the proposed options, it will need to be <br />determined how the project will be paid for. One option would be to utilize the Infrastructure Capital <br />Improvement Fund (Fund 450). Another option would be to develop a cost-share agreement between <br />the City of Little Canada and all effected property owners. <br />The City of Little Canada has a separate storm sewer system (MS4) designed to collect and convey <br />stormwater. The City is required to satisfy ongoing requirements related to our MS4 permit, and we <br />currently have limited funds dedicated for stormwater management activities. Establishing a <br />stormwater utility would provide an ongoing source of revenue that is needed to maintain the public <br />stormwater system. This is being proposed as a potential addition in the preliminary 2021 budget. <br />Staff would like direction from the City Council on the following issues: <br />Completion of proposed project: City staff or Professional Operator <br />Cost responsibility: City funds or a cost share agreement <br />Future maintenance: City or private responsibility for north/south portion
