Figure 2 shows that the number of fees is not <br />related to political leanings. Comparing Figure 4 to Figure 2, we see that the highest fee is in <br />Washington state, a Democrat leaning state. However, the second highest fee is Nevada, a Republican <br />leaning state. In the Figure, states showing a median monthly fee of zero are states without idenitifed <br />stormwater utilities. <br />
