Kasma, P.E., City Engineer <br /> <br />DATE: October 14, 2020 <br /> <br />RE: Bid Award for Windrow Ditch Improvements <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to award construction contract for the Windrow Ditch Improvements to the low bidder, <br />JACON, LLC for Option No. 1 in the amount of $21,790. <br /> <br />BACKGROUND: <br />The ditch located between Windrow Drive and Thunder Bay Park requires the removal of small <br />trees, landscape timbers and sediment to improve drainage upstream. The City has a dedicated <br />drainage easement over this area. <br /> <br />In 2019, the area to the north of the ditch was inundated with water following the wet spring and <br />it never truly drained well due to the buildup in the Windrow ditch area. The catch basins on <br />Stoneridge Court were nearly filled with water for most of the summer. <br /> <br />On September 22, bids were received and opened privately at City Hall. Three (3) bids were <br />received. Bid Option No. 1 was for ditch cleaning and restoring the disturbed areas with seed <br />and an erosion control blanket. Bids ranged from $21,790 to $42,680. Bid Option No. 2 was for <br />ditch cleaning and restoring the disturbed area with rip rap. Bids ranged from $84,730 to <br />$129,835. The Engineers Estimate was $49,000 and $79,000 respectively. <br /> <br /> SOURCE OF FUNDS <br />Funding will be from the Stormwater Projects Capital Improvement Fund. $60,000 was <br />budgeted in 2020 for this project. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends that the City Council award the construction contract to JACON, LLC in the <br />amount of $21,790.
