STAFF REPORT <br />TO: Mayor Keis and Members of City Council <br />FROM: Heidi Heller, City Clerk <br />Brenda Malinowski, Finance Director <br />DATE: November 12, 2020 <br />RE: Certify Unpaid Utilities <br />Attached are the 2020 unpaid utility bills to be certified to the 2021 property taxes totaling <br />$68,541.73 and $500.00 in unpaid false alarms fees for one property. <br />Letters were mailed to 160 utility accounts totaling $112,824.56 on September 24th. The letter <br />included COVID-19 payment assistance information, and city contact information for <br />questions and assistance. 70 of these accounts paid the required balance. <br />It is proposed to certify the remaining 90 accounts totaling $68,541.73. 58 of these accounts were <br />also certified in 2020. In 2020, the City certified 104 accounts totaling $77,511.33. Staff <br />believes that the reduction in certified utility billing accounts is largely due to an increase in <br />electronic payments. Staff will continue to explore electronic payment option opportunities. <br />Staff recommends the Council approve certifying the attached list of utility bills and unpaid <br />false alarm fees to the 2021 property taxes.
