Informational meetings were held with the affected property owners on September 15, 2020. The proposed project scope, costs, and funding sources were discussed at the meeting. Property owners had an opportunity to comment on the project and ask questions. A. GREENBRIER CIRCLE INFORMATIONAL MEETING This meeting was held virtually through Microsoft Teams due to ongoing COVID-19 protocols. Representatives from six (6) households were in attendance for the informational presentation. A few property-specific drainage questions were posed to the project team at the conclusion of the presentation. Staff did not receive strong feedback either for or against the project from those present. B. OLD COUNTY ROAD C INFORMATIONAL MEETING This meeting was held virtually through Microsoft Teams due to ongoing COVID-19 protocols. There were no residents or property owners in attendance for the meeting. In the days following the meeting, project staff reached out to all property owners via phone calls and letters. A copy of the PowerPoint presentation was either e-mailed or mailed to property owners based on their preference. A few property-specific questions were received through this process. Residents were invited to a follow-up information meeting that was held on October 6, 2020. No residents attended this meeting. To date, project staff has not receive strong feedback either for or against the project. The estimated overall project cost for Greenbrier Circle is $504,332. The estimated overall project cost for Old County Road C is $623,484. SOURCE OF FUNDS: Street improvements would be funded through the City’s Infrastructure Capital Improvement Fund and special assessments. Utility improvements would be funded through the City’s Infrastructure Capital Improvement Fund. Although Old County Road C is a designated Municipal State Aid (MSA) route, no MSA funds will be utilized on the project due to the current balance in the account. However, it still needs to be designed to MSA Standards and plans approved by MnDOT State Aid. STAFF RECOMMENDATIONS: Staff recommends that the City Council approve the Resolution receiving the Feasibility Report and Calling for Hearing Improvement No. 2021-01 (Greenbrier Circle) and 2021-02 (Old County Road C). The date of the hearing would be January 13, 2021 at 7:30pm in the City Council Chambers.
