Staff <br />Report <br />TO:Mayor Keis and Members of City Council <br />FROM:Heidi Heller, City Clerk <br />DATE:December 16, 2020 <br />RE:Public Hearing for 2021 Pawn Brokers & Second-Hand Goods Dealers Licenses <br />ACTION TO BE CONSIDERED: <br />Motion to approve Pawn Brokers License and Second-Hand Goods Dealers Licenses for Lincoln <br />Pawn & Jewelry, Christian Life Ministries, Joe’s Sporting Goods, Quality Furniture and Three Stars <br />Sportscards for January 1 – December 31, 2021. <br />Pawn Brokers License: <br />Lincoln Pawn & Jewelry - 2750 Rice Street <br />Second-Hand Goods Dealers Licenses <br />Lincoln Pawn & Jewelry - 2750 Rice Street <br />Christian Life Ministries/New Day Mission Wearhouse Thift Store – 2756 Lake Shore Ave <br />Joe’s Sporting Goods - 33 County Road B East <br />Quality Furniture – 2900 Rice Street <br />Three Stars Sportscards – 2682 Rice Street <br />BACKGROUND: <br />The above-referenced businesses have made application for approval of their licenses for January 1, <br />2021 through December 31, 2021. Application materials are available for your review upon request. <br />Three Stars Sportscards is a new second hand goods business that will be moving into Little Canada <br />from Roseville, and they also have a second location in Bloomington. <br />The Ramsey County Sheriff’s Department has reviewed the calls for service at these businesses, and <br />has no concerns relative to the renewal of the licenses, and satisfactory background checks for all <br />applicants have been received from the Sheriff’s Department. <br />RECOMMENDATION: <br />City staff recommends approval of the licenses as requested, subject to receiving the license fees <br />from Lincoln Pawn & Jewelry.
