STAFF REPORT
TO:Mayor Keis and Members of City Council
FROM:Heidi Heller, City Clerk
DATE:December 16, 2020
RE:2021 Parks & Recreation Commission Appointments
2021 Parks & Recreation Commission Chair Appointment
The terms of office for Dave Miller, Sharen Darling and Anna Abruzzese will expire on
December 31, 2020. At this time, there are three 3-year terms on the Parks & Recreation
Commission to fill.
The City has received letters requesting reappointments from two of the current Commissioners,
Dave Miller and Anna Abruzzese. Two additional letters of interest were also received from
Rebecca Kwapick and Shawn Hipp.
The two new applicants were interviewed by a Parks & Recreation Commission Interview
Committee consisting of Mayor John Keis, Council Member Tom Fischer, Parks &
Rec/Community Services Manager Bryce Shearen, and Parks Commission Chair Dave Miller.
The interview committee was very pleased with both of the applicants. Rebecca Kwapick has
lived in Little Canada for 21 years and has used the parks and programming with her children.
She is interested in ensuring that parks and programming are serving everyone, and she would
like to get involved in the community. Shawn Hipp has been a resident for 23 years and is
excited about future plans for the parks, and very interested in the Pioneer Park Master Plan,
connecting trails, and issues related to diversity and inclusion.
The consensus of the Interview Committee is that Dave Miller and Anna Abruzzese should be
reappointed to 3-year terms, and Shawn Hipp be appointed to a 3-year term. The Council will
need to decide if they agree with this recommendation.
Please also note that the Parks & Recreation Commission Ordinance calls for the Mayor to make
a recommendation for Parks & Recreation Commission Chair. Mayor Keis will make that
recommendation at Wednesday’s meeting, with the Council making the actual appointment. The
Commission will select their own Vice Chair at their first meeting in January.
