13028514v1 <br />EXTRACT OF MINUTES OF A MEETING OF THE <br />CITY COUNCIL OF THE CITY <br />OF LITTLE CANADA, MINNESOTA <br />HELD: December 16, 2020 <br />Pursuant to due call and notice thereof, a regular or special meeting of the City Council <br />of the City of Little Canada, Ramsey County, Minnesota, was duly called and held at the City <br />Hall in said City on December 16, 2020, at 7:30 p.m. <br />The following members of the Council were present: <br />and the following were absent: <br />Member __________ introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2020-12-169 <br />RESOLUTION APPROVING THE MODIFICATION TO THE <br />REDEVELOPMENT PLAN FOR REDEVELOPMENT PROJECT AREA NO. 1, <br />APPROVING THE MODIFICATION TO TAX INCREMENT FINANCING <br />PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 3-3 <br />WHEREAS: <br />A.It has been proposed that the City of Little Canada, Minnesota (the "City") (a) <br />modify Redevelopment Project Area No. 1 (the "Project Area"); (b) modify the Redevelopment <br />Plan for the Project Area; (c) modify Tax Increment Financing District No. 3-3 therein (the "TIF <br />District"); and (d) modify the Tax Increment Financing Plan therefor under the provisions of <br />Minnesota Statutes, Sections 469.174 to 469.1794, as amended (the "Act"); and <br />B.The City Council has investigated the facts and has caused to be prepared a <br />Modification to the Redevelopment Plan for the Project Area (the "Redevelopment Plan <br />Modification"), and has caused to be prepared a proposed Tax Increment Financing Plan for the <br />modification of the TIF District (the "TIF Plan Modification", and together with the <br />Redevelopment Plan Modification, the "Modifications"); and <br />C.The City has performed all actions required by law to be performed prior to the <br />approval of the Modifications, including, but not limited to, a review of the Modifications by the <br />Planning Commission and the Little Canada Economic Development Authority (the <br />"Authority"), notification of Ramsey County and Independent School District No. 623 having <br />taxing jurisdiction over the property to be included in the TIF District and the holding of a public <br />hearing upon published and mailed notice as required by law. <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council (the "Council") of the <br />City of Little Canada as follows:
