<br />Considering how vital IT services are to the operation of each partnering entity, this led to a lengthy <br />discussion about creating a Joint Powers Agreement (JPA) managed by a Board of Directors with each <br />of the entities represented. Over the summer, a working group City Administrators from Metro-INET <br />partner communities have been working on a draft JPA with Attorney Jim Strommen from Kennedy and <br />Graven. This working group also submitted the draft to the League of Minnesota City’s and LMCIT’s <br />legal counsel and they have reviewed and approved the draft. Metro-INET partner communities are also <br />currently working with LMCIT to underwrite the new JPA organization. <br /> <br />Included in the packet you will find a final draft of a Joint Powers Agreement for Metro-INET. The JPA <br />does not include specific language related to each member as many of these details will need to be <br />worked out by the newly-formed board of Metro-INET, of which the City of Little Canada will have <br />representation and a voice (in the past, all of these decisions have been made by the City of Roseville). <br /> <br />If the JPA is approved by a majority of the current partnering communities, 2021 will be a year of <br />transition for Metro-INET. A Board of Directors will be established and an executive director will be <br />hired, which is already budgeted for 2021. It is anticipated that the full transition will be completed by <br />the beginning of 2022. A transition plan is also attached for your information. <br /> <br />STAFF RECOMMENDATION <br />City staff is very supportive of continuing with Metro-INET, and transitioning to a JPA will not <br />change how we utilize the organization on a day-to-day basis. Metro-INET provides stability and <br />establishing a JPA will enable the organization to be competitive in the marketplace allowing them to <br />better serve our organization and community long into the future. Staff recommends approval of the <br />following action. <br /> <br />REQUESTED COUNCIL ACTION <br />The City Council is asked to review the attached Joint Powers Agreement and supporting information <br />and consider a Motion to Approve the final draft of the Metro-INET Joint Powers Agreement (JPA).
