MINUTES <br />PLANNING COMMISSION <br />OCTOBER 14, 2021 <br /> <br /> <br /> <br /> <br /> <br /> <br />3 <br />Commissioner Thorson asked if any request for a drive-thru window would require a conditional <br />use permit. <br /> <br />The Community Development Director replied that is the correct process in the current zoning <br />code. She stated that the proposed changes to the City Code would simplify that process and <br />eliminate the need for a conditional use permit. She explained that the conditions are instead <br />listed as requirements for that type of use. <br /> <br />Acting Chair Kwapick stated that he is partial to having a conditional use permit for a drive-thru <br />but agreed that this is a good location for that type of use. <br /> <br /> Kulousek introduced the following motion: <br /> <br />RECOMMENDING THE APPROVAL OF A CONDITIONAL USE PERMIT TO <br />ALLOW DRIVE-UP WINDOW SERVICE AND ARCHITECTURAL DESIGN <br />REVIEW, LOCATED AT 2640 RICE STREET, PARCEL ID 072922220025 <br /> <br /> The foregoing motion was duly seconded by Quarles. <br /> Ayes (4). Nays (0). Motion passed. <br /> <br />The Community Development Director reported that this will move forward to the City Council <br />on October 27, 2021. <br /> <br /> <br />COMMISSION BUSINESS: ZONING TEXT AMENDMENT – FINAL DRAFT ZONING <br />CODE UPDATE <br />The Community Development Director stated that this is the final review of the draft zoning <br />code update. She reviewed the timeline for this process which began in January, working <br />through each chapter of the zoning code and scheduled for a public hearing at the City Council <br />meeting later this month. She summarized the objectives of the update and reviewed the process <br />that was followed and the stakeholders that provided input. She highlighted some of the major <br />changes that were made. She provided additional information on accessory dwelling units <br />(ADUs). <br /> <br />Acting Chair Kwapick stated that the Commission is being asked to review the final draft zoning <br />code update and asked for any comments or questions from the Commission. He noted that this <br />has been thoroughly discussed by the Commission prior to the review tonight. He commented <br />that this update will be great for the City and will simply the process for businesses and make the <br />Code more user friendly. He expressed appreciation for the amount of work that has gone into <br />this process. <br /> <br />Acting Chair Kwapick welcomed input on accessory dwelling units. He welcomed input from <br />the residents in attendance.
