STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Chris Heineman, City Administrator
Brenda Malinowski, Finance Director

DATE: January 26, 2022

RE: Fire Ladder Truck Purchase

REQUESTED ACTION:
Make a motion to authorize the purchase of the Fire Ladder Truck Purchase from MacQueen Equipment,
LLC in the amount not to exceed $1,350,898 and for the City Administrator to sign the Purchase Agreement.

BACKGROUND:
The replacement of the Fire Ladder Truck has been included in the Capital Improvement Plan in the Fire
Capital Fund (457) for several years. The primary source of funding for the Fire Capital Fund is a property
tax levy of $160,000 per year. In addition, donations received from the Little Canada Fire Department
(LCFD) are included in this Fund. The current cash balance in the Fund is approximately $1,554,444, so
there are sufficient funds for this purchase. The amount budgeted for the Fire Ladder Truck is $1,352,000.

The truck will be purchased through Sourcewell Consortium Pricing. Sourcewell follows the competitive
contracting law process to solicit, evaluate, and award cooperative purchasing contracts for goods and
services. This process is within the guidelines of our Purchasing Policy.

There are different payment options offered in the proposal, and staff recommends to utilize the 50%
Prepayment Option. This Option is to prepay $675,449 at the contract execution and $675,449 due before
the vehicle release (anticipated to be in 18-21 months) from the Pierce Manufacturing Plant in Appleton,
Wisconsin.

Fire Chief Don Smiley has included a memo to outline the process that has been utilized by Little Canada
Fire Department in the selection of this vehicle.

STAFF RECOMMENDATION:
Staff recommends authorization of this purchase from MacQueen Equipment, LLC in the amount not to
exceed $1,350,898.
