<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: January 10, 2022 <br /> <br />RE: Receive Feasibility Report Amendment #1 – Ryan Drive <br />Improvement Hearing for 2022 Street Improvements on Ryan Drive & Woodlynn <br />Avenue <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve accepting Feasibility Report Amendment #1 and motion to approve resolutions <br />ordering the Improvement and preparation of plans for street improvements on Ryan Drive and <br />Woodlynn Avenue. <br />BACKGROUND: <br />Ryan Drive and Woodlynn Avenue are included in the City’s Capital Improvement Plan. These are <br />low-volume industrials streets that have aged to the point where rehabilitation is recommended. A <br />feasibility report detailing the proposed projects was prepared and accepted by the City Council. <br />RYAN DRIVE FEASIBILITY REPORT AMENDMENT: <br />Project staff held a neighborhood meeting for the Ryan Drive project area on December 14, 2021. All <br />tenants and property owners from the Ryan Industrial Park were invited to the meeting. Three <br />property owners attended the meeting representing 9 of the 31 parcels. The property owners that <br />attended the meeting had strong concerns regarding the project scope, assessed costs, and assessment <br />methodology. Additionally, one property owner that was affected by the sanitary sewer extension had <br />strong concerns regarding the scope of sanitary sewer improvements, as well as associated assessed <br />costs. <br /> <br />Project staff, having heard the concerns of the property owners, reviewed the project and determined <br />that modifications could be made to reduce project scope and costs while still achieving a version of <br />the infrastructure improvement City staff desired. The modified project scope and costs are detailed <br />in the attached Feasibility Report Amendment #1. <br /> <br />To briefly summarize the report amendment, project staff is recommending a 2” mill and overlay in <br />lieu of full depth reclamation along the west and east segments of Ryan Drive that were not improved <br />with Ramsey-Washington Metro Watershed District’s box culvert replacement project. This will <br />bring both the project costs and assessment amounts down while still rehabilitating the remaining <br />sections of Ryan Drive.
