Additional priorities and initiatives that may take
considerable staff time and ongoing focus in 2021 include the following items:
Completion of Pioneer Park Master Plan / Consider Public Gathering Space
Analysis of stormwater impacts and creation of Stormwater Utility
Consideration of 3-year contract for the Ramsey County Sheriff’s Department (RCSD)
Consideration of 5-year organized waste collection contracts
Consider sale of city-owned property for economic development (Marketplace Drive site)
Consider acquisition of A&W site for blight removal and future redevelopment
Consider acquisition of available single-family homes for affordable housing
The City Council was asked to consider the key initiatives and priorities listed above and provide
further input on how these initiatives might be accomplished in 2021. Based on the responses
received at the workshop and additional information provided by City Council members after the
workshop, the following items were identified as highest and lowest priorities:
1.Which of the key initiatives above are the highest priority for each City Council member?
Creating Operational Efficiencies (Amend Zoning Code, Implement
PermitWorks & Laserfische, and Consider Updates to Organizational Structure)
Completion of Pioneer Park Master Plan / Consider Public Gathering Space
Consideration of 3-year contract with Ramsey County Sheriff’s Department
Consider acquisition of A&W site for blight removal and future redevelopment
Consider sale of city-owned Marketplace Drive site for economic development
2.Which of the key initiatives above are the lowest priority for each City Council member?
Major Redevelopment of Marketplace Center site due to cost (EMV: $7.6
million)
3.Are there any additional items that belong on this list for 2021?
Establish goals for Equity, Diversity, & Inclusion in Little Canada
Explore alternative funding sources for CIP and economic development
projects
The City Council is asked to review and discuss these priorities and provide further guidance on
how you would like staff to proceed. As we discussed in January, staff recommends that a more
comprehensive review of Little Canada’s 5-year Strategic Plan be conducted in early summer.
Depending on the status of COVID-19 at that time, it may be possible to conduct this review as
an in-person retreat (either inside or outside at a city park) with a facilitator.
