<br />are non-conforming and at least one of the properties is currently exploring options to connect to <br />City sewer or construct a new septic system. The RWMWD work will provide an opportunity to <br />install the sewer pipe and save some money since the road will be torn up. Much of the pipe will <br />be directionally drilled but there are still efficiencies to be gained by completing the work at the <br />same time as the culvert project. <br /> <br />Since the RWMWD project involves the partial reconstruction of a City street, staff is <br />recommends following MS 429 Assessment process and assessing the abutting properties for the <br />street work and the three properties mentioned above for the sanitary sewer pipe. Based on the <br />City’s Assessment Policy, the cost of rehabilitated street shall be assessed 50% to the benefited <br />properties. The last time this road was improved was in 2002, and abutting properties were also <br />assessed at that time. Staff will be contacting abutting property owners that will be benefited by <br />the improvement and meeting with them individually to discuss the project. <br /> <br />Following the meetings with adjacent property owners, a feasibility report will be completed and <br />an improvement hearing will be scheduled. The Watershed District intends to begin advertising <br />for bids on the project on March 15, so the schedule for the City will be compressed but can be <br />done. A proposed project timeline was prepared by Bolton & Menk and is included in the packet <br />for your information. Staff has a resolution prepared for authorizing a feasibility study for the <br />City’s portion of the work and an improvement hearing can be called for March 10. <br /> <br />Another RWMWD project will be taking place in Little Canada this summer to help mitigate <br />flood risk in the Ryan Industrial Park and North Star Estates area. Two additional box culverts <br />will be installed underneath Keller Parkway where Gervais Creek flows into the lake. Keller <br />Parkway is a Ramsey County road so no City improvement process is necessary but the project <br />will have a significant impact on local traffic and residents in the area. The road will likely be <br />closed for a good amount of time while the work is completed. <br /> <br />More information on both projects will be available as plans continue to be developed. <br /> <br />SOURCE OF FUNDS: <br />Staff recommends that 50% of the cost of rehabilitated street shall be assessed to the benefited <br />properties, and the remaining 50% of the cost shall be born by the City of Little Canada. The <br />source of funds for the City share would be Fund 450 for the street portion and Fund 604 for the <br />sanitary sewer portion. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends authorizing Bolton & Menk to prepare a feasibility report for Ryan Drive road <br />and sanitary sewer improvements. <br /> <br />ATTACHMENTS: <br />Map of Ryan Drive Construction Area <br />Map of Keller Parkway Construction Area <br /> <br />
