<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Heidi Heller, City Clerk <br /> Chris Heineman, City Administrator <br /> Bill Dircks, Public Works Director <br /> <br />DATE: February 24, 2021 <br /> <br />RE: Ordinance 852, Amendments to Fee Schedule <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Consider Motion to Adopt Ordinance 852, amending the Little Canada Fee Schedule and <br />authorize summary publication of the Ordinance. <br /> <br />BACKGROUND: <br />The proposed Ordinance 852 amends the City of Little Canada Fee Schedule related to driveway <br />permit fees, outside water and sewer connection plumbing fees, and the increased vendor cost for <br />water meters. <br /> <br />These fees are charged to cover the cost of staff review and inspections for each category and are <br />not intended to be a source of revenue for the City. The permit fees for driveways is proposed to <br />be changed due to the increasing staff time needed to review site plans for zoning and drainage <br />compliance and inspections, especially with large driveways and parking lots. The previous <br />permit fee was a flat $25 no matter whether it was a small driveway or large parking lot, and <br />some permits have required additional review by the City Engineer due to stormwater or <br />drainage issues. <br /> <br />Staff is recommending changes to the multi-family and commercial outside water and sewer <br />connection permit fees due to the needs for staff review of plans and inspection time, often by <br />Bolton & Menk staff. Recent larger projects resulted in additional costs for the engineer <br />consultant due to the amount of on-site time needed for these inspections. Some commercial <br />connections are simple and only take an hour or so, but others that get into the street can take <br />many hours of staff time. <br /> <br />STAFF RECOMMENDATION: <br />Staff recommends the Council adopt Ordinance 852, amending the Little Canada Fee Schedule <br />and authorize summary publication of the Ordinance. <br /> <br />
