Kasma, P.E., City Engineer <br /> <br />DATE: February 24, 2021 <br /> <br />RE: Approval of Plans and Specifications for 2021 Street Improvements <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve plans and specifications and ordering advertisement for bids for street <br />improvements on Greenbrier Circle and Old County Road C (from County Road C to Ruth Street). <br /> <br />BACKGROUND: <br />On January 13, 2021, the City Council directed the City Engineer to prepare plans and specifications <br />for street improvements on Greenbrier Circle and Old County Road C (from County Road C to Ruth <br />Street). <br /> <br />The proposed improvements consist of reconstructing both roadways and the addition of concrete curb <br />and gutter. Other improvements include excavating water main appurtenances (gate valves, tees and <br />hydrants) to replace bolts, sanitary sewer manhole adjustments and infiltration and inflow repairs, <br />storm sewer improvements and possible addition of rain gardens. <br /> <br />Also, as a part of the reconstruction process, the pavement width will be reduced from 29 feet wide to <br />26 feet wide measured face of curb to face of curb on Greenbrier Street. Old County Road C varies <br />from 26’-28’ wide and is proposed to be reconstructed to 26 feet wide measured face of curb to face of <br />curb. <br /> <br />An Improvement Hearing was held on January 13, 2021. The proposed project scope, costs, and <br />funding sources were discussed at the meeting. Property owners had an opportunity to comment on the <br />project and ask questions. <br /> <br />Resident Surveys were mailed to the affected residents during the design phase. The City received a <br />good number of responses. Key questions included confirmation of buried irrigation systems and <br />invisible fences, desire for a rain garden, sum pump discharge location and any known drainage issues. <br />One (1) resident at 2365 Greenbrier Circle requested a rain garden. We are confirming final design <br />details and will know soon if a rain garden will function well in this location. A rain garden is also <br />proposed within the City and County right-of-way (ROW) on Old County Road C at the intersection of <br />County Road C. Discussions are underway with County ROW staff to confirm that this rain garden <br />can be permitted. The City would be responsible for maintenance on this rain garden. <br /> <br />The estimated overall project cost for Greenbrier Circle is $504,332. The estimated overall project <br />cost for Old County Road C is $623,484. <br /> <br />
