<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bryce Shearen, Parks & Recreation/Community Services Manager <br /> Brenda Malinowski, Finance Director <br /> Chris Heineman, City Administrator <br /> <br />DATE: March 10, 2021 <br /> <br />RE: Pioneer Park Master Plan Priorities Facilitation <br /> <br />Purpose of Workshop <br />City Council and Parks & Recreation Commission members will be asked to discuss and develop <br />a list of priorities for inclusion in the Pioneer Park Master Plan Request for Proposals (RFP). <br /> <br />BACKGROUND: <br />On February 24, 2021, Council reviewed input gathered by Parks and Rec Department staff with <br />the assistance of the University of Minnesota’s Resilient Communities Project. Through <br />multiple platforms, this group was successful in engaging multiple sectors of the Little Canada <br />community: <br />• Youth in collaboration with art programs at area elementary schools <br />• A Focus Group comprised of individuals representing a broad cross-section of the <br />community <br />• Members of the public through an online survey <br /> <br />The desire to gather this input stemmed from the completion of the 2018 Little Canada Park <br />System Plan Update and more specifically was aimed at collecting input on feature <br />improvements at Pioneer Park that may be desired and supported by the community. As the city <br />progresses towards the next phase of this planning process, staff would like to take the <br />opportunity to invite the Parks and Recreation Commission to participate in a facilitated <br />discussion by Josh Shields, Senior Project Landscape Architect, and Maddie Dahlheimer, <br />Landscape Architect from Bolton & Menk to narrow desired priority features to be included in <br />the master planning process. The direction and priorities provided with the workshop will allow <br />staff to develop a refined RFP to allow the city to enter into a contract with a consultant <br />experienced in park master planning. <br /> <br />The complete results and analysis that were collected in the engagement process are available on <br />the city website at https://www.littlecanadamn.org/599/Pioneer-Park-Planning. Included to help <br />the Council and Commission focuses on their top priorities are two charts from the data in the <br />Community Survey. The first chart shows responses to the question – What existing amenities at <br />Pioneer Park would you like to see maintained or enhanced?
