<br />NEXT STEPS: <br />City staff (Heineman, Dircks, and Shearen) met with the newly formed Personnel Committee in <br />February to discuss the proposed changes to Public Works Department organizational structure. <br />Council members Fischer and McGraw had several good comments and inquired how the transition <br />with existing staff would be handled. Staff responded that they would be scheduling meetings with <br />Public Works staff members to discuss the proposed changes. <br />Meetings were held with each of the current Supervisors and all Public Works staff during the week of <br />March 15. The meetings went very well, and positive feedback was received from current supervisors <br />with a willingness to help the new structure work going forward. Ongoing communication will be <br />needed when scheduling work or special projects. <br />The Public Works Director and the Parks & Recreation / Community Services Manager will meet on a <br />regular basis with the three supervisors to discuss the high-level work plan. The supervisors will meet <br />regularly to schedule the day-to-day work and utilize full-time employees to the best extent possible. <br />The proposed reorganization was developed by staff to make the department function more efficiently. <br />The proposed reorganization of the Public Works Department adheres of the strategic objective of <br />Creating Operational Efficiency included in the 5-year Strategic Plan. One of the key priorities under <br />this objective is implementing a revised organizational structure. Staff believes the proposed changes <br />to the Public Works Department organizational structure will help the department attract and retain <br />highly qualified employees both now and in the future. <br /> <br />RECOMMENDED ACTION: <br />Staff recommends City Council approval of the recommended changes to Public Works Department <br />organizational structure and authorize advertising for the Public Works Utility Supervisor position.
