STAFF REPORT TO: Mayor Keis and Members of the City Council FROM: Chris Heineman, City Administrator Bryce Shearen, Parks & Recreation/Community Services Manager DATE: April 14, 2021 RE: RFP for Pioneer Park Master Plan ACTION TO BE CONSIDERED: Authorize staff to publish a Request for Proposals (RFP) for professional services for Phase I of the Pioneer Park Master Plan. BACKGROUND: Over the past 12-18 months, the Parks & Recreation Commission and City Council have held multiple workshops and conducted an extensive community engagement process related to the Pioneer Park Master Plan. The Pioneer Park Master Plan will serve as a guiding document for several short-term and long-term enhancements to Pioneer Park. A consulting firm that includes both Engineering and Landscape Architecture services is required to complete the Master Plan, and it will be important that both of these professionals work closely to ensure that the final deliverable can be implemented. On March 10, 2021, the City Council and Parks & Recreation Commission held a joint workshop and several key priorities emerged that should be included in the RFP. Those included, but were not limited to the following: • Identify area for all-inclusive playground • Develop a plan for trail improvements and integrating trail lighting • Identify location and type of water feature Attached is a DRAFT RFP for a Phase I Pioneer Park Master Plan. If approved, the tentative timeline to select a consultant is as follows: • April 15, 2021 - Advertise and Distribute Requests for Proposals • April 23, 2021 - Deadline for Proposal Submission (no later than 4:30 p.m.) • April 26-27, 2021 - Administrative Review of Proposals • April 28, 2021 - Selection of Consultant by City Council Once the consultant has been selected, the project will officially kick-off in May. The proposed timeline calls for the Master Plan to be approved at the August 11, 2021, City Council meeting.
