<br />Other City Codes for Tattoo/Body Art: <br />• Vadnais Heights – body art establishments are an allowed use in the C-2A zoning district <br />with no additional restrictions. No city license required. <br />• Maplewood – Body art is a permitted use in business commercial zoning districts, but not <br />on premises with a liquor license. No additional restrictions. Requires a city license. <br />• North St. Paul – tattoo shops are an allowed use in certain zoning districts with no <br />additional restrictions. No city license required. <br />• Roseville – tattoo shops are allowed in commercial zoned districts, same as other <br />personal services (beauty or nail salons). No city license required. <br />• White Bear Lake – They have a very specific zoning code that lists things like “ice cream <br />store”, “shoe store”, “drug store”, etc. and tattoo parlors are currently not specifically <br />allowed in any zoning district. Given this ‘oversight’, they are administratively allowing <br />them in B-2 thru B-4 until they can revise the Code to accommodate them. Of note is <br />that they are specifically prohibited in LVMU (the Lake Village commercial bay area) <br />and in B-5 (downtown). They have also allowed cosmetic tattooing as ancillary to a <br />salon if less than 20% of both the floor area and gross sales. No specific locational <br />requirements. No city license is currently required. <br />• Arden Hills – tattoo shops are specifically not allowed in the B-2 zoning district and there <br />is no other language referring to them in their City Code. <br />• Shoreview – no language in their City Code for tattoo shops <br /> <br />STAFF RECOMMENDATION: <br />Staff recommends the Council adopt Ordinance 853, Option 1 or Option 2, but proposes the City <br />Council consider one of the following amendments to Chapter 822: <br /> <br />Option 1: <br />Exclude microblading/permanent makeup/cosmetic tattoo businesses from the 300-foot distance <br />from residential uses requirement AND remove the limit on the number of tattoo licenses issued <br />at any one time for microblading/permanent makeup/cosmetic tattoo businesses only. <br /> <br />Option 2: <br />Entirely remove the 300-foot distance from residential uses requirement for any type of <br />tattoo/body art business AND remove the limit on the number of tattoo licenses issued at any one <br />time for microblading/permanent makeup/cosmetic tattoo businesses only. <br /> <br />Option 3: <br />Exclude microblading/permanent makeup/cosmetic tattoo businesses from the 300-foot distance <br />from residential uses requirement AND allow two tattoo licenses for microblading/ permanent <br />makeup/cosmetic tattoo businesses only. <br /> <br /> <br />
