822-2 <br /> <br />A. The license shall be required for tattooing, body piercing, and other body art <br />establishments, with the exception of ear piercing as an accessory use to jewelry <br />sales. <br /> <br />B. The license shall provide for clean and sanitary conditions of the premises at all <br />times. <br /> <br />C. The license applicant and any employees engaging in tattooing, body piercing, or <br />body art shall be subject to a successful criminal background check. <br /> <br />D. At the time of license application, as well as at the time of each subsequent license <br />renewal, the license holder shall be required to demonstrate compliance with the <br />following rules and regulations: <br /> <br />1. Premises <br />a. All tattooing establishments shall be maintained in a clean and sanitary <br />condition. Antiseptic procedures shall be followed to insure physical <br />cleanliness and sanitation. <br />b. All tattooing establishments shall be equipped with potable hot and cold <br />running water under pressure, such system being maintained in good working <br />order at all times. <br />2. Equipment <br />a. All equipment used in the practice of tattooing shall be sterilized by the steam <br />pressure (autoclave) method. Under this method of sterilization, the exposure <br />period is thirty (30) minutes at 250 degrees at fifteen (15) pounds of chamber <br />pressure. <br />b. All needles and other instruments shall be kept in a dust-proof glass case or <br />container when not in use. <br />3. Skin Preparation <br />a. Aseptic technique must be utilized in the practice of tattooing. <br />i. Each operator is required to scrub his or her hands thoroughly before <br />commencing tattooing on the customer’s skin. Operators with skin <br />infections of the hand or hands shall not be permitted to engage in the <br />practice of tattooing. <br />ii. If the customer’s skin needs to be shaved to remove hair, a safety razor <br />shall be used. A new blade shall be used for each customer. The razor <br />shall be cleansed with soap and water after each usage and shall be kept in <br />a closed case or container when not in use. If an electric clipper is used <br />for hair removal, the clipper shall be sanitized by a method approved by <br />the City’s appointed Health Officer. <br />iii. The skin area to be tattooed shall be cleaned thoroughly with liquid green <br />soap or detergent and water and rinsed thoroughly after the cleaning. <br />Single service towels and washcloths shall be used in the skin cleaning <br />process.
