STAFF REPORT
TO:Mayor Keis and Members of the City Council
FROM:Bill Dircks, Public Works Director
DATE: February 9, 2022
RE:Purchase of Bobcat Skid-Steer and declare 2012 Skid-Steer as Surplus Equipment
ACTION TO BE CONSIDERED:
Motion to approve the purchase of a Bobcat skid-steer from Tri-State Bobcat for $56,785.22 and
to designate the 2012 Bobcat skid-steer as surplus equipment to be sold.
BACKGROUND:
The City has a 2012 Bobcat skid-steer that is scheduled for replacement in 2022 due to increased
maintenance required and some outdated features. The skid-steer is an important piece of
equipment for the Public Works Department and is used for such tasks as street patching, snow
plowing, parks maintenance, and lots of one off jobs that come up and are off road and require a
smaller piece of equipment that can maneuver in tight spaces and on different surfaces. There
are a number of implements that staff already has that are used with the skid-steer such as a
pickup sweeper, a broom, a milling machine, pallet forks, and a tree spade.
Skid-steer loaders are on the Minnesota State Purchasing Contract and staff has looked at the
options available. In the end, working with Tri-State Bobcat in Little Canada makes the most
sense and is very convenient for service and parts. The City has used Bobcat-brand skid-steers
for over 30 years and has found them to be very dependable and user friendly.
The Public Works staff has chosen the S76 T4 as the proper unit to purchase for the needs of the
department. The state contract price is $56,785.22.
The 2012 skid-steer will be sold on auction. Staff has had good success selling the equipment on
GovDeals and anticipates selling the skid-steer for over $30,000.
SOURCE OF FUNDS:
The 2022 Capital Improvement Plan includes $50,000 for the purchase of a skid-steer. While the
actual price is over that amount the increase will be more than covered by the anticipated sale of
the 2012 skid-steer.
STAFF RECOMMENDATIONS:
Staff recommends approving the purchase of a Bobcat skid-steer from Tri-State Bobcat for
$56,785.22 and designating the 2012 Bobcat skid-steer as surplus equipment to be sold.
