STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Heidi Heller, City Clerk <br />DATE:February 9, 2022 <br />RE:Discuss 2022 On-Sale Liquor License Fees <br />ACTION TO BE CONSIDERED <br />No formal action requested. <br />BACKGROUND <br />The City Council has continued the practice of annually increasing on-sale liquor license fees at the <br />same percentage rate as the adopted levy. In 2020 and 2021, due to the pandemic and the effect it was <br />having on the food and hospitality industry, the City Council opted to not increase the liquor license <br />fees, and also significantly reduced the on-sale license fees for both years. <br />The next liquor license period is July 1, 2022 to June 30, 2023. Typically Council discusses the license <br />fee increase at a public hearing held each year in March so the fee change can be done before the <br />license renewal packets are sent out. Since the pandemic continues to have effects on the businesses <br />with on-sale liquor licenses, Staff is asking if the Council wants to increase the liquor licenses fees in <br />2022. <br />ON-SALE LIQUOR LICENSE FEES <br />2019-2021 2022 with 5% increase <br />(2022 levy amount) <br />2022 with 3% increase <br />On-Sale Liquor License $5,285 $5,549 $5,444 <br />On-Sale Liquor License – <br />Billiard Halls only <br />$1,061 $1,114 $1,093 <br />On-Sale Wine License $763 $801 $786 <br />*Per State Statute, the fee for an on-sale wine license cannot exceed half of the license fee charged <br />for an on-sale liquor license, or $2,000, whichever is less.
