<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Brenda Malinowski, Finance Director <br /> DATE: April 28, 2021 <br /> RE: 2021 Budget Amendment <br /> <br />BACKGROUND: <br />As the 2021 Budget was prepared, the zoning code update was not included in the 2021 budget <br />since the intent was to use existing fund balance and to not use the property tax levy or other <br />revenue sources for the funding of this update. In addition, there were certain 2020 budget items <br />that were not completed in 2020 so a budget amendment is requested for 2021 so that these items <br />can be completed in 2021. All of these items were assigned (set aside) in the year-end fund balance <br />at the end of 2020 so that the activities could be funded in 2021 with a budget amendment. <br /> <br />DISCUSSION: <br />General Fund Budget Amendments <br /> <br />1. The zoning code update proposal was approved on 10-14-2020 in the amount of $22,500. <br />The funding source was existing fund balance. A budget amendment is requested for <br />$22,500 for the services provided in 2021. <br /> <br />2. Fund balance was assigned at the end of 2020 for certain components of the building <br />department efficiencies that were in the 2020 budget but not completed in 2020. Due to the <br />pandemic, there was a need to focus on operating an election safely during COVID-19 and <br />to respond to other priorities due to the pandemic. Fund balance was assigned at the end of 2020 for rental housing inspections that were not <br />completed in 2020 but would be completed in 2021 by Inspectron. These funds were not <br />included in the 2021 budget, since the rental license permit revenue for these inspections <br />were collected in 2020. A budget amendment is requested for $20,000.
