STAFF REPORT <br />TO:Mayor Keis and Members of City Council <br />FROM:Corrin Wendell, AICP, Community Development Director <br />DATE:April 28, 2021 <br />RE: Resolution of Support to Apply for TBRA Grant Funding <br />ACTIONS TO BE CONSIDERED <br />Motion to approve a resolution authorizing application for Tax Base Revitalization Account <br />Grant (TBRA) Funding. <br />BACKGROUND <br />Mayor Keis and City Council Members: <br />The City Council is asked to consider a resolution supporting an application for grant funding for <br />the TBRA or Tax Base Revitalization Account from the Metropolitan Council. <br />Proposal: <br />The City has received interest in redeveloping two different sites within Little Canada and both <br />would be eligible to receive TBRA funding for clean-up of these sites. The TBRA provides $5 <br />million annually to investigate and clean up brownfields — contaminated land, ground water, or <br />buildings — for redevelopment. TBRA provides key support for a wide range of projects, from <br />affordable and market rate multi‐family housing to commercial and industrial redevelopment.   <br />Successful TBRA applications support redevelopment that eliminates or reduces the risk from <br />contamination, increases the tax base, and creates or preserve jobs or affordable housing. There <br />are three TBRA grant categories:   <br />Seeing Equitable Environmental Development (SEED) grants. <br />Site Investigation grants are intended for applicants that have a redevelopment site with <br />suspected or perceived contamination and are seeking public funding to determine the <br />scope and severity of the contamination and to develop a cleanup plan.  <br />Cleanup grants are intended for applicants with projects that have recently completed <br />their environmental site investigation or interior abatement assessment and are seeking <br />public funding to assist with the cost of implementing a cleanup or abatement plan. <br />RECOMMENDED ACTION <br />Motion to approve a Resolution Authorizing Application for TBRA Grant Funding.
