STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Heidi Heller, City Clerk <br />DATE:April 28, 2021 <br />RE:New Massage Therapist License & Massage Therapy Business License for Zoua <br />Vang - 2558 Rice Street <br />ACTION TO BE CONSIDERED: <br />Approve a new Massage Therapist License for Zoua Vang and a Massage Therapy Business <br />License for her new business at 2558 Rice Street for the license period April 29, 2021 to June 30, <br />2022. <br />BACKGROUND: <br />Zoua Vang is proposing to start her new massage business at 2558 Rice Street. She will be <br />leasing one office in this office condo space. Ms. Vang will be the business owner and the only <br />massage therapist working here at this time. <br />Ms. Vang has submitted all of the required application materials and fees for a massage therapist <br />license and massage therapy as a principal business license. Her applications meet City Code <br />Chapters 2201 & 2203, and a background check on Ms. Vang conducted by the Ramsey County <br />Sheriff’s Department was satisfactory. <br />The property at 2558 Rice Street is part of the Edgewater Office Park, which are independently <br />owned office condos that are zoned B-3, General Business. Per the Zoning Code, massage <br />therapy is allowed as a conditional use in B-3 zoning districts. The conditional use permit (CUP) <br />request for a massage therapy business as a principal use at 2558 Rice Street is also on the April <br />28 Council agenda for Council consideration. <br />STAFF RECOMMENDATION: <br />Assuming the Conditional Use Permit application for a massage therapy business at 2558 Rice <br />Street is approved, staff recommends approval of a new Massage Therapist License for Zoua <br />Vang and a Massage Therapy Business License for Therapeutic Moments at 2558 Rice Street, <br />for the period April 29, 2021 to June 30, 2022.
