<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: April 28, 2021 <br /> <br />RE: Replacement of South Owasso Railroad Crossing <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve the agreement with CP Rail for the replacement of the South Owasso railroad <br />crossing at an estimated cost of $37,844.05. <br /> <br />BACKGROUND: <br />The at-grade railroad crossing surface at the South Owasso Boulevard railroad crossing has <br />deteriorated and is in need of replacement. It was last replaced in the early 2000s. The metal <br />that encases the concrete has broken in several places and has been hazardous to vehicles on a <br />couple of different occasions. The concrete is also eroding away much like the Demont crossing <br />that was replaced last summer. <br /> <br />CP Rail owns the tracks and right-of-way and does all maintenance work on all of its own tracks <br />and crossings so the City is unable to obtain quotes for the work. CP Rail has estimated the cost <br />to be $133,844.05. Of that cost, the City is responsible for $37,844.05. The cost may change <br />slightly based on what is discovered in the field, but it should be in the range estimated. <br /> <br />Staff will make sure traffic control is set up properly and will take care of any asphalt patching <br />necessary once the new crossing is installed. <br /> <br />SOURCE OF FUNDS: <br />$35,000 has been budgeted for this work in the 2021 Infrastructure Fund of the Capital <br />Improvement Plan. There are significant savings on the street reconstruction projects that can <br />cover the additional cost over $35,000. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends approving the agreement with CP Rail for the replacement of the South <br />Owasso railroad crossing at an estimated cost of $37,844.05. <br /> <br />ATTACHMENTS: <br />CP Rail agreement <br />Map of crossing <br /> <br />
