STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Heidi Heller, City Clerk <br />DATE:May 26, 2020 <br />RE:New Massage Therapist License & Massage Therapy Business License at <br />80 County Road C West <br />ACTION TO BE CONSIDERED: <br />Approve a new Massage Therapist License for Melissa Johnson and a Massage Therapy <br />Business License for Melissa Johnson Massage at 80 County Road C West for the license period <br />May 28, 2021 to June 30, 2022. <br />BACKGROUND: <br />Melissa Johnson is the owner of Melissa Johnson Massage and is planning to move to Little <br />Canada into the property at 80 County Road C West. This is a multi-unit commercial office <br />building that is zoned B-3, General Business. Per the Zoning Code, massage therapy is now <br />allowed as a permitted use in B-3 zoning districts. Ms. Johnson is the business owner and will <br />be the only massage therapist working here. <br />Ms. Johnson has submitted all of the required application materials and fees for a massage <br />therapist license and massage therapy as a principal business license, except for a copy of her <br />transcripts. She has requested a copy to be mailed to her and staff will review to ensure they <br />meet the minimum educational requirements for a massage license. A background check on Ms. <br />Johnson conducted by the Ramsey County Sheriff’s Department was satisfactory. <br />UPDATED 5/24/2021: <br />Staff has received and reviewed Ms. Johnson’s transcripts for her massage training program. <br />They exceed the City Code massage educational requirements and are acceptable. Staff <br />recommends approval of her massage licenses with no conditions. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of a new Massage Therapist License for Melissa Johnson and a <br />Massage Therapy Business License for Melissa Johnson Massage at 80 County Road C West, <br />Unit 803, for the period May 28, 2021 to June 30, 2022.
