9 <br />“Commission views and suggestions are well received by City Council.” Another view <br />differed: “The City Council could listen more to our advice…”. <br /> <br />Missing voices <br />When we asked whose voices needed more representation, 70 percent responded that some <br />groups were missing a voice. (We assume that those who did not answer felt no voices were <br />missing.) Among those who did respond, the most endorsed “missing voices” category was <br />different races and ethnicities.
