General Fund Expenditures
As of June 30th, actual expenditures are at 46.46% of the budget. With the exception of 2020, this
is lowest percentage in the last five years. The lower percentage of expenditures to budget can
largely be attributed to savings in the public works department for salt purchase savings and salary
savings from the Public Works Maintenance position that was vacant during the 1st half of 2021.
The position was kept vacant to not realize budget savings, but to evaluate the department
structure. The evaluation has been completed, and the department is now fully staffed as of the
beginning of August.

Highlights:
• The Elections department includes the first quarter elections services contract
payment, and annual election maintenance payment to Ramsey County. The 2nd
quarter elections services contract was paid in July so this payment is not reflected
in this report.
• The Fire department is at 65.86% of the budget since services are prepaid each
quarter. This is consistent with the practice in prior years.
• Due to timing of storm water maintenance projects and vacancies in the public
works department during the 1st half of 2021, the Storm Water department is
trending lower. It is anticipated that these projects and associated costs will occur
in the 2nd half of 2021.
• The Northeast Youth & Family Services contract is paid once per year, so
Community Partnerships is at 68.79% of the budget. This is consistent with prior
years.
• Expenses for emerald ash borer are reflected in the Shade Tree department. In
addition to the expenses incurred during the 1st half of the year, emerald ash borer
treatment will happen later this year at an estimated cost of $6,000. Tree removal
and stump grinding at Spooner Park occurred in July, and these expenses are not
reflected in this report. The costs at Spooner Park will be covered with a donation
from Canadian Days.
• Due to favorable winter conditions, 28% less salt was purchased in 2021 than 2020
through the 1st half of the year.
