STAFF REPORT <br />TO:Mayor Keis and Members of City Council <br />FROM:Chris Heineman, City Administrator <br />DATE:September 8, 2021 <br />RE:Approval of Professional Service Agreement with NSAC (NineNorth) <br />ACTION TO BE CONSIDERED: <br />The City Council is asked to consider a Motion to Approve a Professional Service Agreement with the <br />North Suburban Access Corporation (NSAC) for a period of three years (2022-2024). <br />BACKGROUND: <br />The City of Little Canada transitioned from in-house cable production services to North Suburban <br />Access Corporation (NSAC) in 2019. This has been a very successful partnership and continues to be <br />a cost effective alternative to providing our own staff for these services. The total expense for <br />production services, cablecasting, carousel management, and web streaming continues to be <br />approximately 55-60% of the City’s expenditure for in-house production services prior to 2019. <br />In Schedule A of the attached document, the charges for production services will be based on a cost <br />per meeting of $180. There are typically a total of 48 meetings per year, including two City Council <br />meetings, one Planning Commission meeting, and one Parks and Recreation meeting per month. The <br />proposed production services cost will be $8,820 for 2022. For each additional meeting that is <br />scheduled besides the meetings included in the contract, a flat fee of $210 per meeting will be charged. <br />One change to the current agreement is to extend the term from a 1-year to a 3-year agreement. This <br />will enable NSAC to plan for appropriate staffing levels. The agreement will automatically renew for <br />another period of one (1) year unless notice to terminate the agreement is provided no less than ninety <br />(90) days prior to the end of the current term. <br />RECOMMENDED ACTION: <br />Staff recommends approval of the Professional Service Agreement with North Suburban Access <br />Corporation (NSAC) as presented.
