Statutory Authorization and Purpose <br />A. Statutory Authorization. <br />The legislature of the State of Minnesota has, in Minnesota Statutes Chapter 103F and <br />Chapter 462, delegated the responsibility to local government units to adopt regulations <br />designed to minimize flood losses. <br />B. Purpose. The intent of this Section is: <br />1. To provide for the protection and preservation of water channels and those portions of <br />the adjoining floodplains which are reasonably required to carry and discharge a <br />regional flood and are subject to inundation by regional floods; <br />2. To promote the public health, safety, and general welfare; <br />3. To minimize potential loss of life, loss of property, health and safety hazards, <br />disruption of commerce, utilities, and governmental services, extraordinary public <br />expenditures for flood protection and relief, and impairment of the tax base, all of <br />which adversely affect the public health, safety, and general welfare; and <br />4. To comply with the rules and regulations of the National Flood Insurance Program <br />codified as 44 Code of Federal Regulations Parts 59 -78, as amended, so as to maintain <br />the community’s eligibility in the National Flood Insurance Program. <br />909.020. General Provisions <br />A. Lands to which Ordinance applies. This Ordinance shall apply to all lands within the <br />jurisdiction of the City of Little Canada shown on the Official Zoning Map and/or the <br />attachments thereto as being located within the boundaries of the Floodway or Flood Fringe <br />Districts. <br />B. Establishment of Official Zoning Map. The Official Zoning Map, together with all <br />materials attached thereto, is hereby adopted by reference and declared to be a part of this <br />Ordinance. The attached material shall include the Flood Insurance Study for Ramsey <br />County, Minnesota (All Jurisdictions) and Flood Insurance Rate Map panels therein <br />numbered 27123C0036G, 27123C0037G, 27123C0038G, 27123C0039G, 27123C0041G
