General Fund Expenditures <br />As of September 30th, actual expenditures are at 71.53% of the budget. With the exception of <br />2020, this is lowest percentage in the last five years. The lower percentage of expenditures to <br />budget can largely be attributed to savings in the public works department for salt purchase <br />savings, and salary savings from the Public Works Maintenance position that was vacant during <br />the 1st half of 2021. The position was kept vacant to not realize budget savings, but to evaluate <br />the department structure. The evaluation has been completed, and the department was fully staffed <br />as of the beginning of August. <br />Highlights: <br />•The Elections department includes the elections services contract payment, and <br />annual election maintenance payment to Ramsey County. <br />•The Engineering expenditures will end over budget in 2021 due to increased GIS <br />mapping needs in the City. The 2022 budget has been increased to account for this <br />increased need in the future. <br />•The Fire department is at 87.66% of the budget since services are prepaid each <br />quarter. This is consistent with the practice in prior years. <br />•Due to timing of storm water maintenance projects and vacancies in the public <br />works department during the 1st half of 2021, the Storm Water department is <br />trending lower. It is anticipated that these projects and associated costs will occur <br />if the weather is favorable in the 4th quarter of 2021. <br />•Expenses for emerald ash borer are reflected in the Shade Tree department. Tree <br />removal and stump grinding at Spooner Park occurred in July, and these expenses <br />are reflected in this report. Canadian Days donated $6,556 to cover the costs of the <br />tree removal at Spooner Park. <br />Based on revenue and expenditure projections in the General Fund for the remainder of 2021, it <br />is estimated that revenues and expenditures will generally fall within budget amounts. <br />Therefore, the overall change in fund balance is estimated to be at zero or close to zero for 2021.
