<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Corrin Wendell, AICP, Community Development Director <br /> <br />DATE: October 27, 2021 <br /> <br />RE: Conditional Use Permit and Architectural Design Review – 2640 Rice Street – <br /> Case #1403 <br /> <br /> <br /> <br />ACTIONS TO BE CONSIDERED <br /> <br />Approve a Conditional Use Permit to allow Drive-Up Window Service and Architectural Design <br />Review, located at 2640 Rice Street, Parcel ID 072922220025. <br />FACTS <br /> <br />• The City has received a Conditional Use Permit application from Royal Credit Union <br />Bank, the applicant and owner of the parcel located at 2640 Rice Street. <br />• The applicant is requesting approval for a Drive-Up Window Service to accommodate the <br />use of the bank establishment and approval for the Architectural Design Review <br />guidelines for the site. <br />• The Zoning Code allows for Drive-Up Window Service with approval of a Conditional <br />Use Permit. <br />• The property is zoned B-3, General Business District. <br />• The applicant has submitted all filing requirements for review of the Conditional Use <br />Permit application and the Architectural Design Review. <br />• A Public Hearing will be held at the City Council Meeting on October 27, 2021 to open <br />up public comment. <br />• A public hearing notice letters have been sent to addresses within 350 feet of the parcel <br />and the Pioneer Press. <br />• The Planning Commission recommended approval at their October 14th meeting. <br /> <br /> <br />ATTACHMENTS <br />Staff Report <br />Site Plan
