1 <br /> SECTION 1 - INTRODUCTION <br /> <br />It is the purpose of this personnel policy to establish uniform and equitable procedures that will permit <br />the personnel program of the City of Little Canada to operate in an efficient fashion. <br />Little Canada Code Chapter 209, the former Personnel Ordinance, was repealed as of July 26, 1995, <br />and is no longer in effect. <br /> <br />Any term and/or condition of employment not specifically established in the personnel policy shall <br />remain solely within the discretion of the City to modify, establish, or eliminate. The City retains the <br />full and unrestricted right to operate and manage all manpower, facilities, and equipment; to establish <br />functions and programs; to set and amend budgets; to determine the utilization of technology; to <br />establish and modify the organizational structure; to select, direct and determine the number of <br />personnel; to establish work schedules, and to perform any inherent managerial function not <br />specifically referred to in this policy. <br /> <br />No provision of this policy is intended to violate, supersede or conflict with any applicable Federal law <br />or regulation, State statute or local ordinance. In the event of conflict or violation of any such <br />regulation, the offending provision of this chapter will be void, but all remaining provisions will <br />remain in effect. <br /> <br />No person shall be employed, promoted, demoted, or discharged by the City or discriminated against <br />because of political opinions or affiliations, race, color, national origin, religion, gender, marital status, <br />status with regard to public assistance or disability, or because of the exercise of rights under <br />provisions of the Public Employment Labor Relations Act, Minn. Stat. 179A.01 to 179A.25. No <br />person shall be discriminated against with reference to City employment in any way forbidden by <br />Federal or State law. <br /> <br />The City of Little Canada does not discriminate on the basis of handicapped status in the admission or <br />access to, or treatment or employment in, its programs or activities. It is the policy of the City to <br />provide reasonable accommodations to the known physical and mental limitations of qualified <br />handicapped employees in order for them to perform the essential functions of the job in question. <br /> <br />The City of Little Canada is an Equal Opportunity Employer.
