44 <br />Lay-Offs <br /> <br />A. The City Administrator, with approval by the City Council, may lay-off any regular full-time or <br />regular part-time employee whenever such action is made necessary as provided in the annual <br />budget by reason of shortage of work or funds, the abolition of a position or because of changes <br />in organization. Two (2) weeks advance written notice of the lay-off shall be given. <br />Qualifications and performance of personnel within an affected position shall be the <br />determining factors for lay-offs. Length of service will be given consideration only when all <br />other qualifications are equal. The City Administrator or appropriate supervisor may lay off or <br />terminate temporary and seasonal employees with no prior notice and without City Council <br />approval. <br /> <br />B. Employees who have been laid off will be recalled to their former position classification in the <br />reverse order of their lay-off.
