There are higher than normal project costs in 2023 due to Pioneer Park <br />improvements and the City Center & Fire Station facility improvements. <br />Municipal State Aid (MSA) funding is the largest funding source for these capital projects, followed by <br />utility user fees (water and sewer), street project assessments, and franchise fees. Property taxes make <br />up 10% of the funding.
