The preliminary levy was reported to Ramsey County at the end of September. For many years, the
City of Little Canada maintained the 6th lowest city tax rate of all municipalities in Ramsey County.
In 2021, Little Canada moved to the 4th lowest tax rate. Based on the 2022 adopted 5% Preliminary
Levy increase, the City of Little Canada’s tax rate will drop from 4th to the 3rd lowest tax rate
compared to other Ramsey County municipalities behind North Oaks and White Bear Lake.

Rank Municipality City Tax Rate
1 North Oaks 12.198
2 White Bear Lake 22.249
3 Little Canada 25.559
4 Vadnais Heights 26.124
5 Arden Hills 26.551
6 White Bear Township 29.325
7 Lauderdale 29.567
8 Shoreview 32.990
9 Blaine 35.218
10 Mounds View 35.458
11 New Brighton 37.207
12 Roseville 37.994
13 Falcon Heights 38.783
14 Gem Lake 41.620
15 Maplewood 43.642
16 North Saint Paul 43.952
17 Spring Lake Park 47.885
18 St. Paul 48.500
19 St Anthony 64.733

Since the preliminary tax levy was approved in September, the Ramsey County Sheriff’s Department
budget was adopted which resulted in a reduction to Little Canada’s police services contract for 2022.
This reduction is due to a shift in the Deputy Allocation Rate applied to the patrol and other formulas.
The final contract amount of $1,697,946 police services in 2022 still has an increase of 1.02% over
the 2021 contract, however it represents a net cost reduction of $35,220 from the preliminary levy.

Preliminary
2022 Sheriff’s
Contract
Final 2022
Sheriff’s
Contract
Contract
Cost
Reduction
for LC
Expense $1,735,516 $1,697,946 37,570
Revenue (86,117) (83,767) (2,350)
Net Cost 1,649,399 1,614,179 35,220

Since the preliminary tax levy was approved, the City Council also authorized DDA Human Resources
to conduct a classification and compensation study for all city staff on September 22nd. This analysis
is currently underway, and the results will be presented to the City Council at the beginning of 2022.
Preliminary results indicate that several adjustments may be warranted, however there are currently
no dedicated funds included in the 2022 budget to address these potential adjustments.
