The City switched health insurance to the Non-State Public Employee (PEIP) plan in 2019. An <br />increase of 9% over the 2021 premium is included in the budget. <br />Other changes to personnel services include an increase in hours for the Part-time Accountant <br />position from 26 hours to 32 hours per week. The increased hours will enhance customer service <br />and coverage at the front desk. In addition, the Code Enforcement/Rental Housing Coordinator <br />has been included in the 2022 budget for 12 months. The 2021 budget included 8 months of the <br />position for a budget balancing strategy. Finally, the 2022 budget includes a reallocation of public <br />works staff between the General Fund and the Enterprise Funds, in order to more accurately <br />reflect the duties performed by public works. <br />Commodities <br />Commodities include operating supplies such as motor fuel, tires, sign materials, and office <br />supplies. The largest increase in commodities are rain garden maintenance supplies in the <br />amount of $2,000. It was increased to reflect needed repairs in the rain gardens. <br />Contractual Services <br />Contractual services include those services that the City receives through a contract such as <br />police services, fire services, striping services, electric and gas utilities, etc. Contracts services <br />are proposed to increase by 1.02% <br />The Little Canada Fire Department is requesting a 4% increase in the fire services contract for <br />2022. It is important to note that for the 2021 budget, the Fire Department had requested a 3.5% <br />decrease in the fire services contract due to expenditure savings in 2020. This an average <br />increase of .25% per year for the last two years. <br />The City contracts for police services with a contract through Ramsey County with six other <br />contracts cities. Although the Ramsey County Sheriff’s Contract for all contract cities is increasing <br />2.56%, the City of Little Canada’s portion is increasing 1.02% or 1.38% when considering the net <br />contract.
