CONTRACTUAL SERVICES <br />Overview <br />The City of Little Canada is proactive in exploring contracting opportunities in order to realize efficiency and cost <br />savings. Contracts are to be reviewed at a minimum every five years. <br />The largest contracted service is for police services. These services are contracted with Ramsey County Sheriff’s <br />Department. The City of Little Canada is one of seven jurisdictions in the County to participate in this service. <br />Managers/Administrators of each participant jurisdiction meet monthly to review operations, set the budget, and <br />discuss service level in a cooperative manner that helps keep police costs as low as possible while meeting the <br />public safety needs of our communities. <br />In addition, the City contracts attorney, engineering, and animal control services. <br />Service Areas <br />•Police •Animal Impound •Engineering <br />•Attorney <br />2020/2021 Departmental Accomplishments <br />•Presented various changes in police services funding formulas to other contract cities <br />•After non-renewal of the previous Fire Marshal contract, staff reviewed the fire inspection service model <br />and opted to hire a part-time city employee as Fire Inspector <br />2022 Departmental Goals <br />•Monitor and review Ramsey County Sheriff’s Department contract and consider alternative options <br />•Monitor and review contracts as necessary (Legal, Engineering, Audit Services, etc.) <br />•Update lease agreements with Little Canada Fire Department and Little Canada Historic Society <br />Budgetary Commentary <br />Police Budget – Although the Ramsey County Sheriff’s Contract for all contract cities is increasing 2.56%, the City <br />of Little Canada’s portion is increasing 1.02% or 1.38% when considering the net contract (expenditures less <br />revenues) due to a new allocation formula between the contract cities. <br />Attorney Budget – There is no proposed change to this budget for 2022. The Attorney Budget was prepared by <br />reviewing the 4-year average for attorney services. In addition to the 4-year average, there is $10,000 in the <br />budget for civil litigation services that have not been needed in the past 4 years but will likely be utilized in 2021. <br />Engineering – The Engineering Budget includes a 16.67% increase due to the addition of a budget amount for <br />GIS services. GIS services were waived by Bolton & Menk for the 1st year of the current engineering contract in <br />2019 and part of 2020. Now that GIS services are no longer waived, an amount of $5,000 was added for 2022. <br />Animal Impound Services Budget - The prior provider of animal impound services, Hillcrest Animal Hospital, <br />discontinued this service to cities in February 2018. The City of St. Paul agreed to provide the service to the <br />suburban cities and a one-year contract was signed in February 2018. St. Paul has not yet provided a 2019 <br />contract, but has agreed to continue the impound service at the 2018 contract rate until they provide a new <br />contract document. Additional monies have been budgeted since the future is uncertain. <br />31
