FINDINGS <br /> <br />What is a Zoning Map Amendment? <br /> <br />A Zoning Map Amendment is a change in the designation of the zoning district in the official <br />zoning map. <br /> <br />Chapter 917.050 (E) Approval Criteria: <br /> <br />Recommendations and decisions on zoning amendments shall be based on consideration of the <br />following criteria: <br /> <br />1. Whether the proposed amendment corrects an error in the original text or map; or <br />This does not apply. <br /> <br />2. Whether the proposed amendment addresses needs arising from a changing condition, trend, <br />or fact affecting the subject property and surrounding area; or <br /> <br />Yes, this property is currently vacant and housing needs and market demands create an <br />opportunity to develop this property with the proposed multi-family development to support <br />the housing needs of the city. <br /> <br />3. Whether the proposed amendment is consistent with achieving the goals and objectives <br />outlined in the Comprehensive Plan. <br /> <br />This proposed rezoning request would be contingent upon an amendment to the City’s 2040 <br />Comprehensive Plan in order to make it consistent with achieving the goals and objectives <br />outlined in the Comprehensive Plan. The property is currently guided Medium Density <br />Residential and would be requested to be guided Higher Density Residential through an <br />Administrative Comprehensive Plan Amendment through the Metropolitan Council. Upon <br />successful change in guiding land, the proposed rezoning request would be consistent with the <br />Plan. <br /> <br />Public Hearing: <br />A Zoning Map Amendment requires a Public Hearing and the City Council will need to open the <br />hearing at the December 15, 2021 meeting to take comment from the public. A public notice has <br />been published in the newspaper and the property owners within 350 feet of the site have been <br />notified on both the Little Canada side and Vadnais Heights side. <br /> <br />Planning Commission: <br />At their December 9th meeting, the Planning Commission reviewed the application and <br />recommended unanimous approval to the City Council. <br /> <br />Neighborhood Meeting: <br />Following the Planning Commission meeting on December 9th, the City held a neighborhood <br />meeting for residents of the area to discuss the project further. The meeting was held from 6:30 <br />p.m. to 8:00 p.m. and around 8 residents joined in the conversation with city staff, the developer,
