MINUTES
PARKS & RECREATION COMMISSION
November 7, 2019
noted signage was also posted at the site to share this information with
residents and park users.

Ray asked if the City employees would sow the seed. The Community
Services Manager stated the U.S. Fish and Wildlife Service and City
employees would sow the seed in between two snow events. He explained
the process wouldn’t take very long, but the wind could blow the seed
away, so the process would have to be timed accordingly.

Horwath noted he was not able to attend the last meeting and since they
were discussing Thunder Bay/Westwinds Park, he asked to speak about
his adopt-a-park update. He stated one thing that could be improved was
having the wood chips in the play area leveled out more often. Horwath
also noted that there is flooding on the east side of Greenbrier St. The
Community Services Manager stated Greenbrier was going to be
reconstructed in 2020 and both sides of the street would be turned into
rainwater infiltration ponds. He explained the rainwater would go into one
of the ponds and then filter into a natural grass area. The Community
Services Manager stated he thought this would fix the flooding. Horwath
said it is evident that the park gets a lot of use, and is enjoyed by the
neighborhood. He noted the playground is in good condition, and there is a
newer half basketball court. Horwath stated there is some free space in the
park that could be used for a pump track.

The Recreation Coordinator reported the Farmers Market wrapped up for
the year in October. She explained there was typically between four and
eight vendors selling produce, flowers, coffee and also some community
organizations like the Ramsey County Pop-up Library and the Watershed
District. The Recreation Coordinator said there was also a regular
customer base by the end of the season, and between 150 – 300 people
visited the Market every week. She explained the Farmers Market
benefited from increased visibility, reliable vendors, and a strong social
media presence. The Recreation Coordinator explained the City posted on
Social Media every week, and offered City swag. She stated there was also
a Little Canada Community table to manage the market and also
advertised for upcoming community events, and answer questions. The
Recreation Coordinator explained the City is working with the Statewide
Health Improvement Partnership, (SHIP) to bring market bucks and SNAP
benefits to the Farmers Market. She stated staff is excited to try some new
things and continue to grow the market next year. The Recreation
Coordinator stated there was even some interest from food trucks to
participate in the event. Schletty asked when the Farmers Market was
held. The Recreation Coordinator stated it was held every Monday from
2:30 – 6:00 pm from mid-July to early October.
FARMERS
MARKET
REPORT
