MINUTES OF THE REGULAR MEETING <br />PARKS & RECREATION COMMISSION <br />LITTLE CANADA, MINNESOTA <br /> <br />SEPTEMBER 2, 2021 <br /> <br />Pursuant to due call and notice thereof a regular meeting of the City Council of Little Canada, <br />Minnesota was convened on the 2nd day of September, 2021 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br /> <br />Chair Dave Miller called the meeting to order at 6:30 p.m. and the following members of the <br />Parks & Recreation Commission were present at roll call: <br /> <br />PARKS & RECREATION COMMISSION: Hipp, Horwath (arrived at 6:34 p.m.), Miller, <br />Ray, Chu, and Abruzzese. <br /> <br />ABSENT: Schletty <br /> <br />ALSO PRESENT: Parks & Rec/Community Services Manager Bryce Shearen and Recreation <br />Coordinator Sierra Hietala. <br /> <br />MINUTES <br />Commissioner Abruzzese made a motion to approve the August 5, 2021, Parks & Recreation <br />Commission minutes as submitted. Commissioner Ray seconded the motion. The motion was <br />unanimously approved. <br /> <br />PARKS AND RECREATION MISSION STATEMENT <br />Chair Miller read the parks and recreation mission statement. <br /> <br />OLD BUSINESS: PIONEER PARK MASTER PLAN UPDATE <br />The Community Services Manager stated that they are in the final stages of the Pioneer Park <br />Master Plan process. He stated that the final plan is on track to be presented to the City Council <br />at its meeting the following week. He stated that the ranking system has shifted from short, mid, <br />and long term to a system ranging from one through five. He stated that the Master Plan will be <br />designed as a working tool and the numbers for specific projects will become more refined as the <br />City goes forward. He stated that while the plan includes the entire park it focuses on the <br />playground, water feature, and trail lighting. <br /> <br />Commissioner Horwath arrived. <br /> <br />The Community Services Manager stated the projects ranked with a one has a total of <br />$1,600,000 while the overall estimate for improvements within the entire plan would be <br />$5,500,000. He noted that while some items have been identified, they are a long shot, using the <br />example of artificial turf. It acknowledged that the Commission and Council would like to see <br />something begin for improvements this next year but recognized that the City does not have the <br />funds to implement $1,600,000 for the park improvements at this time.
